The 2004 Housing Act placed a duty on all
local authorities to undertake an assessment of the accommodation
needs of Gypsies and Travellers (G&Ts) to ensure that these
communities have equal access to decent and appropriate
accommodation options akin to each and every member of society.
The introduction of the new planning system
(Planning & Compulsory Purchase Act 2004), provides for an
evidence based, strategic and regional system, in which the needs
and wider demand of the Gypsy and Traveller communities for
suitable accommodation can be considered alongside other sectors of
The Council has recently undertaken a Gypsy and Travellers
jointly with a number of authorities along the A5 corridor (South
Staffordshire, Cannock Chase, Lichfield, Tamworth, North
Warkwickshire, Nuneaton & Bedworth and Rugby).
The findings of the
need to feed into the overall assessment of need in the region to
inform the Phase 3 revision of the Regional Spatial Strategy. This
revision should then identify the number of pitches required (but
not their location) for each Local Planning Authority.
It is expected that the Phase 3 Revision will not be submitted
to the Secretary of State until summer 2009.
