New Consultation on Mobile Homes Fees and Charges Policy

Changes in Site Rules requirements
On 4 February 2014 the Mobile Home (Site Rules) (England) Regulations 2014 came into force.  The Regulations set out new rules for residential parks to follow in respect of site rules.


All site owners must now comply with the Regulations when making, amending or deleting site rules.  It is important to note that any site rules made before 26th May 2013 must have been renewed (even if the rules are to remain the same).  If you’ve failed to do so any pre-existing rules no longer had effect from 4th February 2015.

How to Access this Service
A licence is required, under the Caravan Sites and Control of Development Act 1960, for land that - is used for the provision of living accommodation comprising of caravans/mobile homes.
It is an offence to operate a caravan site, without a valid licence, or, in non-compliance with conditions attached to any licence issued.
Applications for new licences can take several months to process because of consultations that may have to take place with emergency services and/or enforcement authorities. 
Licences last for the same period as the Planning Permission required for this purpose, unless revoked.  Applications must be made before the land in question is used for such a purpose.
The site will always be inspected before a licence is issued and inspections to assess compliance with licence conditions may be made at any time thereafter.

The use of land as a caravan site will require planning permission.  Erection of additional facilities, or, changing the use of existing premises may require prior approval under Town and Country Planning Acts and/or Building Regulations.
